File Sync or Preview and Thumbnail not working for some users

Problem:
File sync is not working for some users.
Previews and Thumbnails is not working for some users.
Solution:
Check the profile permissions for the Send Outbound Messages permission. That box needs to be checked.
In Enhanced Profile view, this is found under System Permissions.
In regular profile view, it’s found under Administrative Permissions.
